Liz Carlyle has been transferred to Counter-Espionage, along with her research sidekick Peggy Kingsolving. Although the department has downsized since the end of the Cold War, there are still spies: including Russian spies who now keep an eye on the international financial community as well as the wealthy, influential Russian "oligarchs" in London. Liz is assigned to stop a Russian government plot to "silence" one of these oligarchs, Nikita Brunovsky, who is an increasingly vocal opponent of the Putin regime. Almost simultaneously, Liz and Peggy learn of the presence of an Illegal Support officer in London, one Vladimir Rykov, who is putatively attached to the Russian embassy. An Illegal is someone who operates (often for many years) under a completely fabricated identity - and Rykov, it seem, has been sent to London to help an Illegal now based there. To protect Brunovsky from his Kremlin foes, Liz goes undercover and joins the oligarch's retinue. As she tries to determine who around the Russian might be willing to betray him, she has to consider too whether this traitor may not also be the Illegal she and Peggy are seeking. 1. József Mindszenty was a cardinal and the head of the Roman Catholic Church in Hungary. He became known as a steadfast supporter of Church freedom and opponent of communism and the often brutal Stalinist persecution in his country. As a result, he was tortured and given a life sentence in a 1949 show trial that generated worldwide condemnation, including a United Nations resolution. Freed in the Hungarian Revolution of 1956, he was granted political asylum and lived in the U.S. embassy in Budapest for 15 years. He was finally allowed to leave the country in 1971. He died in exile in 1975 Vienna, Austria.

Their correspondence deals with the antecedents of containment between 1944 and 1946, during most of which time Kennan was at the American embassy in Moscow. Kennan had strong opinions about America's appropriate role during and after World War II and is perhaps best known as the architect of America's containment policy. Much has been written about Kennan and containment, but relatively little is known about the events that made him compose and send the Long Telegram in 1946 that ultimately became the draft for foreign policy dealing with the Soviets in the following forty years. These letters show Kennan's fear of the extent to which the United States misunderstood the Soviet regime. Especially in 1944, at the time of the Russians' betrayal of the Warsaw Uprising, it became evident that the Soviets were interested in establishing their rigid domination of Eastern and Central Europe and dividing the continent. Kennan's letters to Lukacs are thorough and detailed, suggesting that the Truman administration was not in the least premature in opposing the Soviet Union. Indeed, both correspondents suggest that these decisions should have been made earlier. This series of letters will add greatly to our understanding of what preceded containment and the Cold War in 1947.
